The benefit of changing tempo of lifting?

Hi, not sure exactly how to ask but I'll try. Today while doing Cathe's {Gym Style Back, Shoulders & Biceps}7495^ (back and biceps premix), I noticed that on some exercises she does 6 count up, 1 count down, or 4-4, or 2-2. Could you tell me what are the benefits of doing so, as opposed to just doing "singles"?

    Compared to doing single reps, adding up and down counts maintains a contraction and initiates fatigue quicker.  It also focuses more directly on a muscle's 'push' and 'pull' capabilities.
